The injury occurred in the final minute of the game's first half when Jackson was covering Titans receiver Treylon Burks.
The Buffalo star tackled Burks low after a completed pass, when Edmunds came rushing in over the top.
As they fell to the ground, Edmunds dove in appearing to anticipate hitting Burks before he went to the turf.
Instead, Burks and Jackson were already on the ground, and Edmunds made head-first contact with Jackson with the crown of his helmet, sending his teammate's head and neck whipping violently backwards.
An ambulance immediately drove onto the field to tend to Jackson, who lay stricken on the turf for several minutes.
Teammates surrounded Jackson as he received medical attention, before the ambulance carried the player off the field.
The Bills announced after halftime that Jackson "has full movement" in his extremities and was transported to a local hospital to be evaluated for a neck injury.
No further information was available in the immediate aftermath to the frightening incident.
The sickening injury to Jackson left the NFL world shattered for the player, who was inundated with well-wishes from fans on social media.

Buffalo Bills score big win over Tennessee Titans
The Bills ended up winning the game in a resounding 41-7 victory over the Titans, with Buffalo quarterback Josh Allen a standout.
Buffalo drove downfield and scored on their first possession, with fullback Reggie Gilliam breaking tackles and taking in a short pass from Allen for the touchdown.
The Titans responded with a Derrick Henry rushing touchdown, but it was a rare moment to celebrate for Tennessee's offence.
Buffalo was equally good on both sides of the ball against the Titans, but the offence is what stood out against the Titans, with Allen at the thick of it.
He threw three touchdowns to Stefon Diggs. One came on an improvised play in which Allen spun back to his right and found Diggs in the end zone on a fourth-and-1.
Later, Allen wound up and threw deep to Diggs down the middle of the field for a 46-yard touchdown. A bit later in the third quarter Diggs scored another touchdown.
When Diggs scored his third touchdown he had 148 yards on the night. At that point the Titans as a team had 112 yards.
Allen took a seat near the end of the third quarter with the game out of hand. In a little less than three quarters he had 317 passing yards for four touchdowns.
